Principal’s Message

Education is not the learning of facts but the training of the minds to thinkpossitive change in behaviour. During the process of this training, an individual has to determine an aim/goal for himself in his life. That is why it is said that life is the name of a continuous struggle for existence .life always carries a sense of incompleteness in itself and hence a pressing desire to have it completed and satisfied. This completion and satisfaction is impossible without having a well defined and clear aim/goal in life, because such an aim/goal inspires individual for more and more hard work and struggle. Life, without an aim/goal, becomes a futile practice. And the fact is that one’s genuine and sincere struggle, to get one’s aim/goal never goes waste,because Allah always helps those who help themselves.

G.D.C. SK Bala, Bannu and its staff help the students to find/determine a clear aim/goal for themselves. During their stay in this college, the students are given a proper training /guidance for the pursuit of their aims/goals. That is why the students of this college never fail in life.

Introduction

Government Degree College Sikander Khel Bala, Bannu is a nice addition to academic activities of District Bannu. It is situated on the right side of the road leading to Surani. It came into existence as primary school in 1914 which was later on upgraded to Middle School. To meet the dire needs of education, it was upgraded to High School and the then Deputy commissioner Bannu, Mr. Abdur Razaq Khan Abbassi, Properly laid the foundation stone in 1967.With the entire efforts of the Ex-Chief Minister, Mr. Akram Khan Durrani, the school was once again promoted to Higher Secondary School during visit of the late Chief Minister , Mir Afzal Khan to Bannu in 1992. During the MMA Government the Honorable Chief Minister, Akram Khan Durrani, took a positive step by promoting the Higher section to the Degree College & also announced that the lower section will resume in the shape of a High School. So Government Degree college Sikander Khel Bala Bannu started its function properly in 2006.

Since then this institution has been extending admission in various faculties such as pre Medical, Pre Engineering, Computer Science and Humanities groups to each and every deserved student. This institution has not only been playing a pivotal role in spreading as well as sharing education among the students -but has also great achievements’ in sports activities.

COURSE OF STUDY

The college follows the syllabus laid by the Department of Higher Education and Board of Intermediate and Secondary Education (BISE) Bannu and UST Bannu. The Board / University rules require every student to study the following compulsory subjects.

The student has to select the optional subjects according to their choice/aptitude.

  • ADMISSION RULES /POLOCY:

IMPORTANT

  • Applicants are directed to read and follow the rules and regulations written in this prospectus before the submission of application forms. IGNORANCE OF RULES WILL BE NO EXCUSE.
  • Mere submission of application form does not entitle the applicant to admission in the college.
  • Incomplete forms will not be entertained.

The principal, education department, B.I.S.E Bannu and U.S.T Bannu reserve the right to change any or all the rules and regulations and fees given in this brochure from time to time without priornotice, whenever felt necessary.

Notice of admission, announcing the last date of submission of the admission forms along with other conditions will be displayed on the college notice board. The admission forms duly filled should be submitted in the college office during office hours on all working days. The dates for the pre admission test/interview of the candidates will be displayed on the Notice Board. The Selected candidates, will have to pay the college dues along with an undertaking on a judicial stamp paper of Rs. 50/- that the said student will strictly abide by the rules and regulations of the college and that he will not take part in political activities. Any false information in the form may render the student liable to expulsion from the college.

  • Application for admission must be made on the prescribed form enclosed within this prospectus. Photocopy or computer print will not be accepted.
  • Applications, incomplete in any respect, will not be considered.
  • Any candidate, failing to appear for interview / test on the notified date / time shall not claim the right of admission.
  • The candidates are required to keep themselves informed of the dates of admission / interview.

  1. Application for admission on prescribed forms shall be available on payment from the college main office after the declaration of results of the SSC/ Inter annual examination.
  2. The application form duly filled by the candidates shall be supported by attested photocopies of the following documents:
  1. SSC Certificate for admission at any level of studies.
  2. Detailed Marks/Provisional Certificate of the last exam passed.
  3. Character Certificate issued by the institution last attended. While in case of private candidates such certificate shall be signed by a gazetted officer.
  4. Domicile Certificate
  5. Self/father CNIC/Form B
  6. Three passport sizecolored photographs.
  7. Quota eligibility certificate in case a candidate applies for a specified quota notified by the government, e.gsports, Disable or Higher Education Employees of Khyber Pakhtunkhwa (College Subsector) quotas, etc.
  8. Migration Certificate for candidates having passed their examination from other than BISE Bannu/ The UST Bannu.
  9. In compliance with the order of the supreme court of Pakistan and a part of the admission requirements, every successful candidate will have to submit an undertaking ( as per specimen given at the end of this brocher ) on a judicial stamp paper of Rs.50/ duly attested by a 1st class magistrate, solemnly assuring the principal of the college that he shall not indulage in politics or any subversive activity during his stay in this college. The parents/guardian of the concerned student shall endorse this undertaking and declare that his son/ ward shall be liable to removal from the college, it heparticipatesinpolitics or does not abide by the rules of the college.
  1. Applications which are not registered within the due date, shall not be considered for admission.
  2. The principal may keep 10% of the total number of seats in each faculty for 15 days for meritorious students who may not turn up for admission within the prescribed time for admission due to unavoidable circumstances. The minimum marks declaring a candidate as meritorious will be determined by the concerned committee of the college.
  3. Students, who one resident of Distt.Bannu .shall be given preference in admission to the college.
  4. 10% of the total seats onereserved for the candidates belonging to other districts. Applications for admission from candidates of others districts, shall be considered in case of ‘’A1’’ grade holders only.
  5. If a student applies for admission one or more years late (maximum up to three years), then he shall produce an affidavit to the effect that he has not been admitted to any college/institution previously and he is availing the opportunity for admission for the first time.
  6. Students passing in supplementary examination are not eligible for admission in the academic year in which he has passed the examination.
  7. Students who are failed in any class or did not appear in the examination or discontinued their studies are not allowed readmission in the same or lower class.
  8. Students, failed in one or more subjects, are not allowed to take admission in Part1- Intermediate& Degree, Classes.
  9. Students, placed in “E” grade are not allowed admission in 1st year and 3rd in any faculty /group.
  10. General conditions as well as conditions specific to particular faculty/group or subject for admission to the intermediate and Degree level are those set by the concerned Education Board or University for the relevant level, faculty or subject.
  11. No regular admission in any class is allowed to a candidate who has already passed equivalent examination in another faculty/group or subject.
  12. The students of commerce and technical college are not entitled to get admission in 3rdyear .
  13. Candidates who fail to confirm their seat by depositing the required fee within the specified period shown on any merit list shall lose their right of admission and seathas will be allotted to the next candidate in order of merit. However, if such candidate (s) turn for admission at a later stage and vacant seats are available, then such candidates may be given opportunity before offering admission to next candidate (s) having lower stage on the merit list.
  14. Admission in 1styear and 3rdyear is awarded on the basis of the following allocations.

Seventy Eight percent (78%) of the total number of seats are reserved for local candidates of the area in which the college is situated.

A candidate is defined local to a college if he

  1. Is domiciled of district Bannu.
  2. Is child/spouse of an employee of the federal or provincial government serving in the district of Bannu.
  3. Has passed the last exam from a feeding school/college of the area situated in district Bannu.
  4. 10% seats are reserved for candidates of areas other district provided they have obtained A1 Grade in the last examination passed.
  5. Five percent (5%) seats at each level are reserved for the children of the employees of the Higher Education Department Khyber Pakhtunkhwa (college subsector) on provincial basis.
  6. Two percent (2%) seats are reserved for disable candidates on provincial basis.
  7. Five percent (5%) seats are reserved at each level for sports quota on provincial basis. These seats are reserved only for the games which are available and offered by the college.
  8. Seats falling vacant under any quota will be allocated to quota for local candidates.
  9. One seat in each faculty over and above the allocated total seats is reserved for Afghan refugees. However, such candidates shall submit their applications through proper channel.
  1. Twenty extra marks are awarded to Hafiz-e-Quran. Such candidates shall not only support their claim by the relevant certificate but they shall also have to pass the recitation test conducted by the relevant admission committee.
  2. Five marks per year are deducted from the obtained marks of a candidate who has passed the last examination in the previous year (s). Such procedure is limited for the candidates who failed to get admission during the previous three consecutive years only.
  3. Merit list of sports quota for the game (s) the facility for which is available in the college will be prepared on the basis of performance of candidates in sports, which will be measured as below:

  3. Students admitted on sports basis shall be required to submit an undertaking that they will actively participate in the college sports team, failing which their admission shall stand, cancelled.

UPPER AGE LIMIT:

A. The Upper age limit for male candidates for admission to various levels/classes, except sports quota, shall be as under and shall be counted with respect to the closing date for receipt of application for admission to the concerned level or faculty.

i) 1st Year 19 Years

ii) 3rd year 22 Years

B. For admission on sports quota maximum age shall be considered one year more than the age limits shown above.

AGE RELEXATION

The principal may recommend/Submit genuine cases of overage candidatestothe director of higher education for approval..

  1. Overaged candidates (except under sports quota) can apply for relaxation in the upper age limits for upto three years by giving cogent reasons for availing such relaxation. Applications for age relaxation must be submitted before the closing date of submission of application forms.
  2. The provisional admission shall stand cancelled if the relaxation in upper age limit is not granted by the competent authority within 30 days of making such a request.

CANCELLATION OF ADMISSION.

Admission in the college shall stand cancelled under the following circumstances.

  1. If any information given by the student in his Admission Form is found to be incorrect at any stage.
  2. If a student fails to attend the classes within 10 days of the start of the session.
  3. If a student is found to bea professional agitator, or has been struck off from any educational institution on disciplinary grounds.
  4. If a student is practically involved in Politics.
  5. If a student, admitted on sports basis, does not submit an undertaking that he will actively participate in the college sports team, or does not participate in the sports activities of the college.
  6. On the request of the student provided the request is made within a specified time period notified by the admission committee.
  7. In Case of the cancellation, only security is refundable.

EXAMINATION

The education process at Govt. Degree Collage No.2, BannuConsists of regular classes, laboratory work, monthly tests, and pre board examination. Failure to attend any of these can influence academic record and lead to drop out from the Board / University examination.

  • Class attendance and test result is recorded by the controller of examination and brought in the notice of the principal on monthly basis and subsequently communicated to the parents / guardians after every month.
  • Monthly tests are held intermittently to check the assimilation and progress of the students.
  • No student can be exempted from monthly tests and pre-board examination of the college.
  • The fine of absence from a class test and pre-board examination is determined by the college council.
  • The results are invariably conveyed to the parents / guardians for follow up and consultation with the respective teacher and principal.
  • A student, who is late / shabbily dressed / without prescribed uniform may not be allowed to the examination hall.

Leave Rules:

Leave will not be granted except in very exceptional circumstances. The student or his father / guardian reporting his cause of absence, should send a leave application well in time to the principal.

In all kinds of leave except sick leave / demise of near relative, the students should proceed on leave, when the leave has been allowed, otherwise they will be treated as absent. In all cases, the leave taken will be at student’s own risk. A medical certificate shall not condone a deficiency in attendance.

Leave Application should be routed as under:

  • The leave incharge will sanction leave up to 3 day.
  • The principal will sanction leave for more than 3 days.
  • Any kind of leave shall be granted when the application is attested by the parents / guardians.
  • Sick leave for 7 days and more will be sanctioned only on the production of a medical certificate and should be attested by the parents / guardian.

STRUCK OFF ON ACCOUNT OF ABSENTEEISM.

A student who remains absent for more than six consecutive days without approved leave shall be struck off the college rolls without any notice.

RE-ADMISSION:

A student whose admission is cancelled or whose name is struck off on the basis of long absence can apply for re-admission to the Principal within 15 days of the struck offnotification. The Principal may allow his re-admission on payment of the Re-admission Fee and any other outstanding dues.

Re-admission for the second time in a current academic session shall not be generally allowed. However, genuine and deserving cases may be submitted to the Director of Higher Education on the basis of valid documentary proof with the condition that the applicant can make up for his shortages and can fulfil the required 75% attendance during the remaining period of the session. Such students shall pay all the Government fees and Pupils Fund except security and BISE/University charges.

The student must meet the attendance criteria as laid down in the education code.the college reserves the right to drop a student from the Board/University examination, who has less than 75% of the total attendance .the attendance will be reckoned from the commencement of classes until 15 days before the scheduled dates of the Board/University Examination.

Note: A student expelled from the college shall not be re admitted.

CHANGE OF SUBJECT:

Change of faculty is not allowed. However, change of subject is allowed subject to the following conditions:

  1. The student must apply for change of subject within 21 days of the start of the classes at each level of studies.
  2. Change of subject is allowed only within a faculty or group of subjects.

MIGRATION:

Migration to or from the college may be allowed by the Principals of both the colleges subject to the conditions:

  1. That the applicant is seeking migration from a college situated beyond 16 kilometer of this college.
  2. That the request is based on genuine grounds like parents/spouse transfer, family shifting, family enmity or marriage duly supported by documentary proof.
  3. Marks obtained by the candidates in the last examination passed are not less than the minimum marks obtained by a regular student of that class.
  4. The migration is within the prescribed time period of BISE Bannu/ The UST Bannu.

.Roll Numbers of Board/University examinations are issued only when a student clears his dues and has the required number of attendance at his credit.

. BISE Registration Fee and Sports Fee is payable by 3rd Year Students only.

. University Registration Fee, Social Work Fee and Sports Fee, if any, is payable only by 3rdyear Students only.

. Students studying Computer Science at any level shall also pay the computer stationary charges in every year of their studies.

. Security should be claimed within one month of the termination of the public examination, otherwise it will be forfeited in favor of the

government.

FEE CONCESSION AND SCHOLARSHIPS.

  1. Deserving students within the limit of 10% of the total strength are given fee concession.
  2. Deserving and meritorious students are also granted financial assistance from Pupils’ Fund.
  3. Besides these, scholarships like MORA, FATAetc are also floated from different agencies.
  4. Only one financial assistance is to be availed at a time.
  5. Any of the above privileges is withheld in case a student is short of the required attendance, remains willfully absent from the class-tests or pre board examination or shows poor result.

UNIFORM.

Dress is the index of one’s personality and it adds to the first impression. Uniformity in dress reduces the complexes amongst students. College uniform not only gives a student the identity but shows his relation with a particular institution. It is, therefore, binding on all bonafide students to be in neat and clean prescribed uniform while in any college function, lecture, or home examination etc. Strict action will be taken against those who deviate from the specific design, material and colour of the college uniform or who are shabbily dressed.

  1. Students without uniform will be denied entry to the college.
  2. Exemption from wearing prescribed uniform will not be permissible during college hours.
  3. Roll numbers for examination will not be issued, nor will practical note books be signed by the teachers for such students who come to the college in casual dress.

Details of the college uniform are as follows:

  • White Shalwar and Qameez. ii- black shoes or boots. iii- Black Socks.

iv-Navy blue Coat and Navy blue muffler.

Note: The college administration reserves the right to prevent any student dressed in improper uniform from entering the college premises. College uniform is obligatory for all the students.

MINIMUM REQUIRED CLASS ATTENDANCE.

At least 75% attendance of the delivered lectures is compulsory for a student in theory and practical classes in each subject. Students failing short of 75% attendance in any subject shall not be allowed to take the annual examination of the board/university.

IDENTITY CARDS.

The college identity card is issued to all students within fifteen days of their admission. It is binding upon every student to obtain the college identity card and display it on their chest during the college hours. In case of loss or spoilage, a duplicate identity card is issued on payment of a fine of Rs. 50/-

SOCIAL WORK.

Some work of social welfare for at least three weeksduring two academic years is a must for the degree student. Social work may include cleanliness and beautification of an area, look-after the play grounds and lawns or some other assignments of social interest inside/outside the college premises.

CODE OF CONDUCT.

The college is proud of its standard of discipline and every student is expected to maintain the traditions of the College. As the development of a healthy personality is a paramount aim of the college, therefore, every effort is made to ensure that the students develop good habits and a clean character.

To maintain strict disciplinary standards in the college campus, the college has aProctorial System, college council and Discipline committee, which help the principal in enforcing discipline. Any infringement will result in the student’s name being struck off from the college rolls.

The Principal has the authority to expel a student from the college without assigning any reason. The principal’s decision in all academic / disciplinary matters will be final and binding on the students and their parents. All possible measures are also taken to ensure that a student does not leave the college premises without permission. However, God forbid, if a student manages to slip out, the college does not take the responsibility of any mishap, which may occur to him.

  1. It is binding upon every student of the college to follow the following rules and regulations.
  1. Every student is bound to observe the religious obligations and to show tolerance for other religions, beliefs, customs and traditions Promoting communal, regional and religious disharmony among students or college staff is strictly prohibited.
  2. Every student has to be loyal to the ideology of Pakistan and is not allowed to commit any action which may damage the honourand integrity of the motherland.
  3. Every student has to demonstrate tolerance, patience, and politeness in his dealing with teachers and fellow students.
  4. Every student should respect the college teachers and the college administration and abide by the rules and regulations introduced from time to time. Any form of harassment of any student or an employee of the college or visitor is strictly prohibited.
  5. Every student should pledge to keep his mind and body clean and must demonstrate good manners and should develop the spirit to help and serve his fellow students.
  6. Every student must receive his education keenly and participate in sports and co-curricular activities with honesty and sincerity.
  7. Every student must take care of the public and college property and persuade others to do so;
  8. Every student, for any personal concern, has to directly contact the concerned in-charge. Undue interference in the academic, administrative, sporting, social or other activities is strictly prohibited;
  9. Every student shall regularly observe the college and class timing and shall ensure his regular presence in the classes so that his attendance shall not fall short of the required attendance of the public examining bodies;
  10. Every student shall have to take class tests and home examination;
  11. Every student must come to the college in the college prescribed uniform;
  12. Every student must provide correct information to the college administration, whenever required;
  13. Every student must observe all the rules and regulations related to the class-room, library and lawns.
  14. Every student must abstainthemselves from using unfair means in the class tests, home examination and annual examination;
  15. Smoking, consuming or possessing alcoholic drinks or other intoxicants, gambling, possessing or using any weapons in the college premises and unauthorized audio/video recording/photography is strictly prohibited.
  16. Every student shall pay all the college, board, or university dues well in time;
  17. Taking part in politics and displaying any badge or wearing any cap of political parties/federations within the college premises is strictly prohibited;
  18. Display of any sort of posters/banners in the college building or boundary wall is not allowed;
  19. No student shall facilitate unauthorized entry of any person into the campus.
  20. Every student shall observe the cultural and social norms of the society;
  21. Parents/guardians of regular students and ex-students can visit the college after 11:00 A.M for any official work.
  22. In order to ensure the code of conduct and discipline, the chief Proctor, and the staff proctors may extend the range of duties of the Proctorial monitors to check indiscipline and indecency among the students even outside the college premises.

ACCOUNTABLE IRREGULARITIES:

Students are required to observe and maintain a reasonable standard of conduct. Any act of misconduct, committed by a student inside or outside the campus, shall mean the violation of the college discipline resulting in penalties of different intensities including expulsion, rustication or striking-off from the collegeroll.Committing any one or more of the following will be considered as misconduct and violation of college discipline:

  1. Disruption of, or improper interference with, the academic, administrative, sporting, social or other activities of the college including any attempt to prevent any staff member, student or visitor of the college from carrying on their work;
  2. Violent, indecent, disorderly, threatening, defamatory or offensive behavior or language and use of abusive and derogatory slogans or intimidatory language whilest on college premises or elsewhere;
  3. Any form of harassment of any student or an employee of the college or of a visitor to the college whether in person, in writing, by email, via the internet or otherwise, whilest on college premises or whilest engaged in any activity relating to the college;
  4. Fraud, deceit, deception, dishonesty or forgery, tampering with or misuse of the college documents or records, identification cards, etc;
  5. Furnishing false certificates or false information to any office under the control and jurisdiction of the college;
  6. An action which causes or is likely to cause injury or impairs safety on college premises;
  7. Misuse or unauthorized use of college premises or items of property or damage to, or defacement of college community caused intentionally or recklessly or by negligence, and misappropriation of such property;
  8. Engaging in any attempt at wrongful confinement of teachers, offices, employees and students of the college or camping inside it.
  9. Breach of the provisions of the Policies, Codes, Rules and Regulations of the college;
  10. Smoking, consuming or possessing alcoholic drinks, dangerous drugs or other intoxicants in the college premises;
  11. Indulging in acts of gambling in the college premises:
  12. Possessing or using any weapons such as knives, batons, iron chains, iron rods, sticks, explosives and fire arms of any kind in the college premises:
  13. Unauthorized audio/video recording/photography of a learning or other activity:
  14. An act of raging which includes the action of teasing, playing a practical jokes upon someone, display of noisy, disorderly conduct, teasing by rough or rude treatment or handling, including such activities which cause or are likely to cause annoyance, undue hardship, physical or psychological harm or raising apprehension or fear or asking thestudents to do any unlawful act or perform something which causes him shame or embarrassment or danger to his life;
  15. Conduct which constitutes a criminal offence (including conviction for an offence) where that conduct: (a) took place on college premises, or (b) affected or concerned other members of the college community, or (c) damaged the good name of the college, or (d) itself constitutes misconduct within the terms of this Code;
  16. Any act of moral turpitude:
  17. Failure to disclose name or other relevant details to an officer or employee of the college in circumstances when it is reasonable to require that such information be given;
  18. Failure to comply with a previously-imposed warning under this Code or any other Policies, Codes, Rules and Regulations of the college;
  19. The deliberate false activation of a fire alarm or fire extinguisher;
  20. Causing or colluding in the unauthorized entry of any person into the campus or in the unauthorized occupation of any portion of the college premises.
  21. Arousing of communal, caste or regional feelings or creating disharmony among students or college staff;
  22. Tearing of pages, defacing, burning and destroying of books of the college library;
  23. Any offence under law;
  24. Using or committing an attempt to use unfair means in class tests and home examination;
  25. Pasting of posters or distributing pamphlets, handbills etc. of an objectionable nature or writing on walls and disfiguring buildings;
  26. Disobeying teachers or college administration;
  27. Neglects his academic work or other assignments; and without any reason, absents himself from the class;
  28. Does not clear his college dues in time;
  29. Indulges in politics;

Any other act which may be considered by the Principal or the college Disciplinary Committee to be an act of violation or discipline;

(c): Discipline Committee:

The Principal of the college constitutes this committee. This is the committee of senior staff members including chief proctor. The Proctorial Board sendcases of indiscipline to this committee along with their recommendations. The committee thoroughly study the case and either give its decision or send recommendations to the college council.

(d): Proctorial System:

The proctorial board comprises the Chief proctor, Professors and student proctors to look after the maintenance of discipline in and around the college. The proctorial board has the power to enforce good conduct in the college campus in official and social gatheringand wherever it is needed. Student proctors are appointed with delegated authority to maintain discipline. Students are directed to conform strictly to the rules of discipline as well as orders / notices issued by the principal from time to time.

(e): College Council:

The college council is the supreme body in all matters regarding maintenance of discipline in the college. The principal and senior staff members comprise the council while the chief proctor and the controller of examination are its ex – officio members. The council holds its meeting whenever it is necessary to deliberate on any case of indiscipline etc. The council may impose fine, suspension, rustication and compulsory migration or may cancel a student’s admission depending upon the nature of offence.

RANGE OF PENALTIES:

The following penalties may, for an act of indiscipline or misconduct or for sufficient reasons, be imposed on a student:

  1. Written warning and information to the guardian.
  2. Fine from Rs. 100 to Rs. 5000
  3. Suspension from the Class/College/Library/ or debarring from availing any other facility.
  4. Suspension or cancellation of scholarship, fellowship or any financial assistance from any source or recommendation to that effect to the sanctioning agency.
  5. Recovery of pecuniary loss caused to college Property.
  6. Debarring from participation in sports, debates, different societies, academic or refreshing tours and such otheractivities.
  7. Disqualifying from holding any representative position in the Class/College/Sports and in similar other bodies.
  8. Expulsion from the College/ Library for a specified period.
  9. Debarring from an examination.
  10. Issue of Migration Certificate.
  11. Issuance of character certificate with adverse remarks.
  12. Prohibition of further admission or re-admission.
  13. Struck-off the college rolls for the current academic year/session or for any extended period.

SUSPENSION OF STUDENTSHIP.

Any student, against whom a charge of misconduct has been initiated, may be suspended from the college by the Principal which shall continue till the final decision of the competent authority.
