College Council
Khyber Pakhtunkhwa was the first province of the country to implement shared decision making (SDM) model, a model already enforced in the educational institutions of developed countries. The implementation of the new model was part of reforms in government colleges.
Under SDM model, the college council was revitalized and entrusted with more powers. The college council had already been formed in government colleges according to Education Code 1935, which was shelved since long.
The college council, an advisory committee in each public sector college, played a pivotal role in academic and administrative reforms. The college council consisted of a principal of the respective college and senior professors. “It keeps checking on day-to-day affairs of the college and assists the principal in different matters”.
The council also had the power to utilize the private fund of the college. The earlier private fund wason the disposal of the principal of the college.
The Joint Management Council (JMC), another body, was formed to resolve problems faced by stat-run colleges at the district level. The JMC would also inspect colleges and monitor their performance.
The JMC would keep a check on the utilization of funds and execution of development projects as well as handle students’ affairs, particularly their internal migrations etc.
The JMC is a cluster of government colleges in a district. The senior most principal of any college in the same district was nominated as chairman of JMC while principals of other colleges were members of the body.
Other members of JMC include district coordination officer, representative of higher education department, representative of communication and works department and renowned educationists. It was like district set-up of the higher education department. The JMC would reduce the burden on directorate and secretariat of higher education department as some decisions would be taken at the college level while others at a district/cluster level.
Till recent past, the directorate and secretariat of higher education department had separate correspondence with each and every government college while now they will only convey a message to JMC to inform all colleges in a district.
Similarly, provincial management council (PMC), the top most body of the reforms program, was established at province level. The higher education department secretary was chairman of PMC while HED director was its secretary. The chairmen of all JMCs across the province are members of PMC.
The new model was effective as it ensured maximum participation of stakeholders, particularly educationists.
Therefore, the following staff members of GDC Wari Dir Upper are hereby notified as College Council of this institution.
